SeiRogai, Inc. has been officially selected—following FY2023 and FY2024—for the third consecutive year as a partner company in the FY2025 program of the Cabinet Office’s “Regional Revitalization Talent Support Program” (link to the Japanese article), which is jointly promoted by the Cabinet Office and the Cabinet Secretariat. Within the advertising-related sector, only two companies were selected: SeiRogai and Hakuhodo.

Through this selection, SeiRogai will be registered as a partner company in the Specialized Human Resources category and will provide support to local governments in a wide range of areas, including tourism and regional promotion, with a particular emphasis on digital fields.
This program is one of the support schemes promoted by the Cabinet Office and was established in FY2015. It is positioned as part of the Digital Garden City Nation Initiative (link to the Japanese article) described later. With the aim of advancing regional revitalization through the engagement of diverse talent, the program has built a strong track record by expanding opportunities for matching between local governments and specialized human resources. In conjunction with the Regional Revitalization Talent Support Program, local governments are also able to utilize the Digital Garden City Nation Initiative Grants.

Under the “Regional Revitalization Talent Support Program,” support is provided for coordinating matching discussions between government ministries, universities, private companies, and local governments, based on applications submitted by local governments requesting the acceptance of dispatched personnel. The personnel dispatched under this program fall into three categories: “Specialized Human Resources,” “Green Specialized Human Resources,” and “Digital Specialized Human Resources.” SeiRogai has been selected in the “Specialized Human Resources” category, which is part of the private-sector specialist segment.

- Specialized Human Resources: Individuals responsible for planning, designing, and implementing regional revitalization initiatives.
- Digital Specialized Human Resources: Individuals who lead the planning and implementation of regional revitalization projects utilizing digital technologies (company-dispatched model and talent-introduction model).

How to Use the “Regional Revitalization Talent Support Program”
To utilize the “Regional Revitalization Talent Support Program,” matching between municipalities and companies is required. Matching discussions will begin in November 2025, and personnel dispatches will start in April 2026.
