Promoting Tama’s Tourism DX and University Appeal with 360° VR “University & City Campus Tours”

SeiRogai, Inc., in partnership with Keio Travel Agency, has been selected for the Tokyo Metropolitan Government’s Tama Innovation Ecosystem “Leading Project” (FY2025, Theme: Tourism & Leisure).

Our project, “Verification of 360° VR University & City Campus Tours to Attract International Students and Promote Tourism in Tama Region”, will utilize immersive VR filming and our tourism DX platform Global Virtual Travel (GVT) to showcase Tama’s universities and local communities worldwide.

This initiative addresses pressing regional challenges, such as declining university enrollment due to Japan’s demographic shift and the stagnation of local economies, while simultaneously supporting international student recruitment and regional tourism promotion.

Background: Challenges and Opportunities in the Tama Region

Located just outside central Tokyo, Tama hosts more than 50 universities and offers abundant natural and cultural assets.

However, with Japan’s declining birthrate, many universities face difficulties in maintaining enrollment.

Major faculties such as Chuo University’s Law Faculty (relocated to Myogadani in 2023) and Hosei University’s Faculty of Economics (scheduled to relocate to Ichigaya by 2030) are moving to central Tokyo.

At the same time, Tama suffers from low recognition among international visitors and students, raising concerns about reduced local economic activity and population exchange.

SeiRogai previously conducted research on these issues as part of the FY2024 Tama Innovation Ecosystem “Business Idea” program, confirming both the urgency of these challenges and the strong potential for VR-based solutions.

Globally, “Campus Tourism” is gaining popularity, where universities serve as destinations for family travel and cultural exploration. By adopting this trend, Tama can establish a new travel style that fuses education with tourism.

Project Overview: “University & City VR Tours” in Tama Area

This demonstration project will combine 360° VR filming with our Global Virtual Travel platform to present Tama’s universities, communities, and natural surroundings in an integrated way.

・Target Audience: International students (especially in Southeast Asia) and their families

・Method: Immersive 360° VR video storytelling

・Access: Available via PC and smartphone, VR goggles optional, multilingual (English/Japanese)

・Partners: Keio Travel Agency, Chuo University International Center

・Functions: Integration of open campus and admissions info, international student life guidance, links to university/municipal websites and tourism portals

The goal is to create an environment where international students and families feel inspired to visit and study in Tama.

Chuo University will serve as a key field partner for this demonstration, while Keio Travel Agency contributes expertise in tourism and regional networks. Support from local governments will further enrich the project with access to regional resources and community collaboration.

3. Cross-Cultural & Marketing Leadership

COO Rachel Leng (Harvard graduate, former Miss Singapore) applies her multicultural expertise to bridge education and tourism initiatives.

4. Alignment with Tokyo’s 2050 Vision & SDGs

The project contributes to SDG Goals 4 (Quality Education), 8 (Decent Work & Economic Growth), and 11 (Sustainable Cities & Communities).

Future Impact

In the short term, we will validate the effectiveness of VR tours through this Tama demonstration. In the medium to long term, our aim is to scale this model nationwide as a collaboration framework among local universities, municipalities, and tourism stakeholders.

The project also aligns closely with inbound tourism demand, supporting both student recruitment and international visitor attraction. By 2030, SeiRogai envisions expanding this “Campus Tourism” model from Tama to universities across Japan, enhancing cultural exchange and regional revitalization.
